Indian passport renewal from the US: the complete document checklist

Missing or mis-formatted documents are the most common avoidable reason VFS puts applications "on hold." You get 7 days to answer the deficiency email; after 21 days on hold the application is abandoned, returned, and voided, and only the consular and ICWF fees come back. This checklist covers the standard adult re-issue packet as of July 2026, verified against the official VFS Global US document checklist. What documents does VFS require for an adult renewal?

The mandatory list from the current VFS adult re-issue checklist, with required formats:

VFS online registration before mailing is not optional: skip it and the packet comes back unprocessed. Also: one envelope, one application; and if you have ever held more than one Indian passport, include copies of all of them.

What photo do I need: 2x2 or the 51 mm spec?

For the prints, they are the same photo: 2x2 inches equals 51 mm x 51 mm, so the "American size" and the "VFS size" do not conflict. You need two identical prints, one for the printed government form and one for the change of appearance affidavit.

The real split is print versus digital: the digital photo is not square. The Passport Seva form requires a separate upload, a reported 630x810 pixel JPEG between 10 and 250 KB, a portrait crop. Do not reuse your square 2x2 file; the portal validates at upload and rejects non-compliant files. Photo services report stricter ICAO checks (face filling roughly 80 to 85 percent of the frame, neutral expression) since September 2025; confirm the spec on the upload screen.

For both: pure white background, no glasses, shoulders visible, no flash reflection, and a colored shirt so your outline stands out. Home or pharmacy photos are fine; filters, retouching, and AI-edited backgrounds get flagged.

What counts as proof of US address, and does a tax return work?

Yes, a tax return works. "Income Tax return" is explicitly on the current VFS accepted list. Submit any one, as a notarized color copy:

• State-issued ID or driver's license
• Utility bill: water, gas, or electricity, no more than 3 months old
• Valid lease (notarize the page showing the address and the signature page)
• Mortgage statement
• Income tax return
• University students on campus: a letter on institution letterhead stating your exact address
• Marriage certificate, if the address proof is in your spouse's name
• Living with a parent, sibling, or child: their notarized undertaking plus their own notarized address proof
• Notarized hotel bills, for temporary lodging without a permanent address

Three traps. The address on your proof must exactly match the present address on your application, and the courier return label must match both. A PO Box is not acceptable. Expired documents (an old lease, an expired license) are rejected, and bank statements, present on older checklists, are gone from the current US list, so do not rely on one.

The checklist does not distinguish 1040 from 1040-NR, so either should work. If your return shows an old address, pick a different proof.

Do I need an Indian address on the form?

Yes, and skipping it is a common hold trigger. The checklist requires one Indian and one US address in the online application; write your Indian address, or last known one, in the "To be printed on Passport" or "Other Address Details" column (or both).

If adding or changing your Indian address, include one self-attested (not notarized) Indian address proof: Aadhaar, Indian driver's license, recent government-bank statement with affixed photograph, utility bill under 3 months old, voter ID, ration card showing your and your parents' names, PSU bank photo passbook, a parent's passport copy, or a parent's or relative's Indian address proof. Notarization applies only to your US documents.

What proves my immigration status?

One notarized color copy, current and valid, of:

• H1B or other visa foil (if expired with an extension filed, include the expired visa, I-797A approval, and I-797C receipt, all notarized)
• Green card, front and back
• EAD card, front and back
• I-797A approval notice
• Work or study permit

Color copy means color: black and white scans are a common hold reason. Notary details matter too: VFS flags stamps where the commission expiry date has been manually corrected or overwritten, so if your notary's stamp is faded or hand-amended, find another notary.

Which Annexures do I need?

Annexures are standardized declarations from the Passport Rules. By case:

• Annexure E is the standard declaration every applicant signs; the current US checklist does not require it notarized.
• Affidavit for Change of Appearance and Signature is not technically an Annexure but is mandatory for every applicant, notarized, even if nothing changed. Skipping it because "nothing changed" is a classic hold trigger.
• Annexure D applies to minors: signed by both parents and notarized. A parent outside the US submits it notarized in their country plus a notarized No Objection Letter. Annexure C comes in when a parent is not giving consent; sole custody pairs it with the divorce decree and custody documents. • Affidavit of Name Change applies only if you are changing your name: notarized, with supporting documents (marriage certificate, divorce decree, or newspaper publications in India and the US for other changes).

Typed or handwritten?

Typed, always. The form can only be completed online, and VFS states plainly that handwritten documents are not accepted. Other formatting rules that get packets returned:

• Fill the online form in CAPITAL LETTERS.
• Print single-sided only; double-sided printouts are rejected.
• Sign the printout by hand; digital signatures are not acceptable.
• Do not staple photos or documents.
• Every detail (name, date of birth, place of birth, passport number, issue date) must match your current passport exactly; mismatches need supporting documents.
• The form expires 180 days after online submission; VFS recommends refilling if it is older than 150 days. Once submitted it cannot be edited; errors mean a fresh form.

Does the checklist vary by consulate?

Yes, at the margins. The checklist is national, but the DC Embassy and the consulates in New York, San Francisco, Chicago, Houston, Atlanta, and Seattle can each ask for more documents, and enforcement of details like Annexure E notarization varies. Your application goes to the mission with jurisdiction over your state, and the form must name it correctly, so check your consulate's page before you courier anything.
