Who collects what: how the fees are split

Indian passport renewal for US residents runs through VFS Global USA, which processes applications on behalf of the Embassy of India and its five consulates. That split is why your total is never just one number. The Government of India charges the passport fee itself, and VFS charges separately for handling your application.

What the $2 ICWF fee is

Minor (under 18) renewal fees

For minors, the government fee runs roughly $90 to $125 depending on the booklet size and validity period issued. Minors under 15 get a 5-year passport (or until age 18), which is why the fee starts below the adult rate; applicants aged 15 to 18 can be issued a 10-year booklet at the adult fee, so confirm which category applies to your child. The $2 ICWF and $19 VFS charges still apply per application, so a minor renewal typically lands between about $111 and $146 before extras.

If your passport is lost or damaged, you are not renewing, you are applying for a replacement, and the government fee reflects that: $250 for a 36-page booklet or $300 for the 60-page. The hidden extras: card surcharge, courier, and photos

Card surcharge. Paying VFS by credit or debit card adds a 3.75% processing surcharge on the transaction. On a $146 renewal that is about $5, and on a $271 Tatkaal or lost-passport application it is about $10. Check the payment options shown at checkout; the surcharge and accepted payment methods can change, so treat the VFS payment screen as the final word.

Courier and shipping. Return shipping of your new passport is generally charged separately from the $19 service fee, and the amount depends on the shipping option you select when booking. Photos. For US applications through VFS Global, physical prints are accepted at either 51x51 mm (2x2 inch) or 35x45 mm. Here is a trap worth knowing about. As of July 2026, the Consulate General of India in New York's downloadable fee annexure still shows legacy figures: $75 or $100 government fees, a $150 Tatkal surcharge, and a $15.90 VFS fee. Those numbers predate the current $19 VFS service charge that the San Francisco consulate's website confirms, and many competitor blog posts have copied the stale schedule without checking.
