If you are Googling "OCI reissue after 20 and 50," you are probably finding two sets of rules that contradict each other. That is because the rules genuinely changed in 2021, and a lot of pages, forum threads, and even some official FAQ text still describe the old system. This post covers only the two age milestones: what turning 20 triggers, what turning 50 used to trigger, and what you actually have to do in 2026. What changed in the April 2021 OCI circular?

Before 2021, the OCI card had to be physically re-issued every time a new passport was issued up to age 20, and once more after completing age 50. That meant a paid application, paperwork, and weeks of waiting, repeatedly for children and once again in your fifties.

The Ministry of Home Affairs dispensed with both requirements in April 2021. The circular language, as published by the Indian consulates in the US, is direct: "The mandatory requirement of re-issuance of an OCI card each time a new passport is issued to a foreigner up to 20 years of age and once after completing 50 years of age, is dispensed with."

What replaced it is a single mandatory re-issue plus a free online update habit:

• One mandatory re-issue: the OCI card must be re-issued "only once when a new passport is issued after completing 20 years of age." The stated reason is to capture your adult facial features on the card.
• Online updates for everything else: when you get a new passport, you upload a copy of it plus a recent photo (taken within the last 30 days) through OCI Miscellaneous Services at ociservices.gov.in, within three months of receiving the passport. Free, fully online, no VFS.

One honest nuance on how binding that upload is. Read strictly, the circular makes the upload mandatory for passports issued up to age 20 and once after completing 50, and the ociservices.gov.in FAQ says a cardholder "may upload" the documents. The US consulates, however, ask all cardholders to update with every new passport. Since the update is free and takes minutes, treat it as something you do every time and skip the rules-lawyering.

A second caution: you will still find the pre-2021 once-after-50 language on older pages, including parts of the OCI services portal FAQ. The 2021 circular and the current guidance published by the US consulates (San Francisco, Seattle, Chicago, and the Embassy in Washington DC) control. Do I need a new OCI card after turning 20?

Only if you got your OCI card before turning 20. The Embassy of India in Washington DC states the trigger precisely: it applies to a person who "acquired OCI card before attaining the age of 20 years and has obtained new passport after attaining the age of 20 years." In that case, one physical re-issue through VFS Global is mandatory. It is a one-time event, tied to your first new passport after your twentieth birthday, not something that repeats.

If you received your OCI card at 25, 35, or 55, this trigger never applies to you. Your card was already issued with adult features, so a new passport only requires the free online update.

For the after-20 re-issue itself, know this going in:

• It goes through VFS Global (the same channel as a fresh OCI application), not the free online route. Expect the standard OCI processing timeline, typically several weeks.
• Pair it sensibly with the passport itself. If your college-age child is renewing their Indian passport from the US, run the passport renewal through VFS first, then file the OCI re-issue with the new passport in hand.

Is OCI re-issue after 50 still required?

No. This is the part most older articles get wrong. The once-after-50 re-issue was explicitly dispensed with in the 2021 circular. The Consulate General of India in Seattle now states it plainly: after 50 it is "no longer mandatory to reissue each time a new passport is issued. Only online update required."

So if you are 52 and just renewed your Indian passport, your entire obligation is the free upload at ociservices.gov.in within three months. Your existing OCI card remains valid for life, even though it shows your old passport number.

Can you still re-issue voluntarily after 50, for example to get a card with a current photo and matching passport number? The re-issue category "in lieu of existing OCI card" exists on the fee schedule, so the option is there. But it is not required, it costs money, and it puts your card into processing for weeks. For most people over 50 the right answer is: do the free update, keep the card, done.

What do minors need to do with each new passport?

The old rule (re-issue the OCI card every time a child gets a new passport) is gone. Post-2021, a minor's OCI card does not need to be physically re-issued with each passport. Instead, each time the child receives a new passport, upload a copy of it and a photo taken within the last 30 days, inside the three-month window. The Seattle consulate's current guidance for the under-20 band: "no longer mandatory to reissue each time a new passport is issued. Only online update required."

The clock on the one mandatory re-issue starts later: when your child gets their first new passport after turning 20, that is when the paid VFS re-issue happens. Until then, keep the online updates current, because children change passports more often than anyone else.

What are the OCI re-issue rules by age?

Note the last row: age is not the only re-issue trigger. A name change after marriage, a lost or damaged card, a change of nationality, or an error on the card all require a physical re-issue regardless of age.

What does the OCI re-issue cost in 2026?

The fee depends on which re-issue category you fall into:

• Re-issue in lieu of your existing OCI card (the after-20 case, a name change, or an error on the card): US$25 consular fee plus US$3 toward the Indian Community Welfare Fund (ICWF).
• Re-issue in lieu of a lost or damaged card: US$100 consular fee plus US$3 ICWF. Losing the card quadruples the price, so treat it like a passport.

On top of either, VFS Global charges its service fee of US$19 per application, per the VFS Global USA fee page as of July 2026. Card payments add a 3.75% convenience charge, so paying by money order or banker's check shaves a few dollars.

The online passport update, by contrast, is free if you do it within three months of receiving your new passport. Miss the window and it stops being free: per the Seattle consulate, a late update costs US$25 plus US$3 ICWF plus the US$19 VFS charge, roughly $47 for something that would have cost nothing. The three-month clock is the cheapest deadline you will ever meet.

Can I travel to India while the re-issue or update is pending?

Yes. This is the question behind most of the anxiety, and the answer is reassuring. Per the US consulates, an OCI cardholder can travel with the existing OCI card and the current valid passport, with a minimum of six months passport validity. This holds while your online update is pending, and it holds even though your card prints the old passport number.

The consulate guidance settles the details:

• You are not required to carry the old passport whose number appears on the OCI card. Carrying the new, current passport is mandatory.
• A mismatched passport number on the card does not invalidate your lifelong entry rights. Immigration works off the pair: valid current passport plus OCI card.

Also new since October 1, 2025: all foreign nationals, OCI cardholders included, must submit the free e-Arrival Card at indianvisaonline.gov.in/earrival up to 72 hours before arrival. It replaced the paper disembarkation card, and airlines check it at check-in, so add it to the pre-flight list.

For the after-20 re-issue, plan a little more conservatively. The Embassy DC checklist asks for copies of your OCI card and passports at application, not the original card, but practice varies: some jurisdictions ask you to hand in the old card when the new one is collected or dispatched. Check your consulate's checklist, and book the VFS application for a window when you do not need to fly. If travel is imminent, complete the online passport update first, travel, and file the re-issue when you are back.
